We analyzed 826 shampoos and 16 were fragrance-free. Of those, 7, around 44%, met the Welpr Standard, compared with only 31 of 826 shampoos overall, around 4%.
| Assessment | Fragrance-free shampoos | All shampoos |
|---|---|---|
| Meets the Welpr Standard | 7 (44%) | 31 (4%) |
| Does not meet the Welpr Standard | 9 (56%) | 795 (96%) |
Fragrance-free shampoos were much more likely to meet the Welpr Standard than shampoos overall in our analysis. Still, choosing fragrance-free alone doesn't settle questions about the rest of the formula.
When we say a shampoo is “non-toxic,” we mean it meets the Welpr Standard, our precautionary consumer standard; the shampoo guide explains what that means.
We reviewed ingredient disclosures published by brands and retailers between July 28, 2026 and October 11, 2026.
We checked each shampoo’s disclosed ingredients and its brand or retailer product page against our fragrance-free criteria before including it in this analysis.
These shampoos come from our full shampoo analysis; see the shampoo guide for what it includes and excludes.
Of the 16 fragrance-free shampoos, 9 didn't meet the Welpr Standard. The main reason was potential contamination by 1,4-dioxane. The other reason was zinc pyrithione, flagged by the European Commission as a reproductive toxicant.
1 of the 16 fragrance-free shampoos listed at least one ingredient flagged by the Welpr Standard; the table below shows how often each appeared, which organization identified the concern, and why it was flagged.
| Flagged ingredient | Found in | Who flagged it |
|---|---|---|
| Zinc Pyrithione | 1 of 16 | European Commission · reproductive toxicant |
8 of the 16 fragrance-free shampoos had at least one disclosure gap or potential-contaminant flag.
Ingredient or Disclosure Gap | Found in | What the label can't establish |
|---|---|---|
Potential contaminant | 8 of 16 | There's an ingredient that could contain a potential contaminant, but we have no way of knowing if the contaminant is there or not. |
Choosing fragrance-free shampoo doesn't remove the potential 1,4-dioxane question. Polyquaternium-10 was the most common carrier of this flag, followed by Disodium Laureth Sulfosuccinate, PPG-5-Ceteth-20, Trideceth-6, and PEG-150 Distearate. See the shampoo guide's 1,4-dioxane entry.
Potential-contaminant flags accounted for the transparency issues in this group, rather than undisclosed blends. These flags arise because 1,4-dioxane can form as a byproduct during ethoxylation. The shampoo guide explains how these differ from undisclosed blends.
Does avoiding another ingredient change the picture? This table compares how often shampoos without each ingredient or ingredient family met the Welpr Standard.

| All shampoos | 826 | 31 | 4% |
| Paraben-free | 808 | 31 | 4% |

| Fragrance-free | 16 | 7 | 44% |
Silicone-free and sulfate-free shampoos met the Standard slightly more often than shampoos overall, while paraben-free, SLS-free and SLES-free stayed closer to the overall pass rate. None changed the odds as much as fragrance-free.
Fragrance gives shampoo a scent or masks the odor of other ingredients. For this page, fragrance-free means the disclosed formula lists no fragrance, parfum, essential oils, aroma chemicals, or fragrance allergens. The brand or retailer must also describe the shampoo as fragrance-free, free of added fragrance, or unscented, and no product page may name a scent for it. We check both the ingredient list and product descriptions rather than relying on the bottle alone.
Fragrance-free has no FDA legal definition for cosmetics. On ingredient labels, scent ingredients may appear as fragrance or parfum, individual essential oils, or names such as limonene and linalool. Plant extracts and carrier oils such as argan or jojoba oil aren't automatically excluded when they aren't added for scent. This screening checks what's disclosed; it doesn't prove that undisclosed constituents contain no fragrance.

Limonene, linalool, and essential oils such as sweet orange peel oil and lavender oil appeared in shampoos that met the Welpr Standard. Those shampoos aren't on this fragrance-free page.
No synthetic fragrance and no artificial fragrance are narrower claims: they can still allow natural fragrance and essential oils. Naturally scented and essential-oil scented describe the source of a scent, not its absence. These claims aren't equivalent to fragrance-free as used in this guide.
Fragrance-free shampoo can be a useful choice if you dislike scented hair products or have a known fragrance allergy. People with sensitive scalps also often look for it to avoid fragrance-related irritation. See what fragrance-free means for how we select products for this page.
The main trade-off is the scented washing experience, not cleaning performance: fragrance isn't needed to cleanse hair. You can choose around your hair's cleansing and conditioning needs without making scent part of the decision.
The Welpr Standard does address undisclosed fragrance: a fragrance listed without its ingredients keeps a shampoo from meeting it. But the Standard doesn't require every shampoo to be fragrance-free. The shampoo guide's undisclosed blend entry explains the transparency concern.
Our overall pick is the highest-ranked fragrance-free shampoo that met the Welpr Standard.
Our pick: Unscented Daily Moisturizing Shampoo - Carina Organics
This plant-based formula brings together vegetable, flower, and tree extracts. It is marketed as natural, making it an option for shoppers who want that formulation focus. The formula is also marketed as organic.
Here are our picks for non-toxic, fragrance-free shampoo by hair type and scalp need:
Dry hair needs cleansing that removes dirt and buildup without leaving the lengths feeling stripped. Look for a moisturizing fragrance-free shampoo with mild cleansers and ingredients such as glycerin, rather than a deep-cleansing formula intended for heavier buildup.
Our pick: Unscented Daily Moisturizing Shampoo - Carina Organics
The daily moisturizing formula is designed for dry hair. It leaves hair feeling soft, a useful benefit when dryness is your main concern. It also helps restore lustre and shine.
Dryness and damage to the hair’s outer layer can make frizz harder to manage, especially in humid air. Look for a smoothing or conditioning fragrance-free shampoo that leaves strands manageable, and follow it with a conditioner to reduce friction and tangles.
Our pick: Fragrance Free Shampoo - HiBAR
Designed for frizzy hair, this formula focuses on softness and manageability. Its concentrated blend combines vitamin B5, rice protein, and coconut oil to support hair’s resilience. It is suitable for color-treated hair, so coloring need not rule it out. Results vary: some buyers report dryness after washing, while others find their hair feels oily.
Oily hair needs enough cleansing to remove excess sebum without leaving a heavy coating at the roots. Look for a fragrance-free shampoo aimed at oily hair, and choose lighter conditioning if richer formulas leave your hair looking greasy.
Our pick: Shampoo - Vanicream
This clarifying formula targets oily hair and removes buildup from conditioners, hairsprays, and other styling products. Buyers report a clean feel without greasy residue, and some say their scalp feels less itchy during use. The formula is non-medicated and pH-balanced. The trade-off is that some buyers find it leaves hair very dry or harder to manage.
A sensitive scalp needs a cleanser you can use without persistent stinging, itching, or tightness. When choosing a fragrance-free shampoo, look for a formula intended for sensitive scalps and avoid ingredients you already know you react to; the shampoo guide covers fragrance allergens in more detail.
Our pick: The Shampoo - Nécessaire
This shampoo specifically targets dry, sensitive scalps, with ApiScalp™ included to help soothe and balance them. Participants in a study reported that their scalps felt more hydrated, less itchy, and less flaky. Those results came from using the shampoo alongside The Conditioner and The Scalp Serum, rather than from testing the shampoo alone.
We cover fragrance-free shampoo bars and liquid shampoo.
Choosing a fragrance-free liquid shampoo? See the shampoo guide’s liquid shampoo section for more on this format.
Our pick: Unscented Daily Moisturizing Shampoo - Carina Organics
This liquid shampoo suits shoppers who prefer that format for their routine. It is marketed as vegan and cruelty free. An eco-friendly claim is another feature of its positioning.
For help choosing a fragrance-free shampoo bar, see the shampoo guide’s soap-based vs. syndet bar comparison.
Our pick: Fragrance Free Shampoo - HiBAR
The solid format makes travel packing easier by removing the need to bring liquid shampoo. Buyers report that a bar lasts about four to five months, and it is supplied with a plastic-free packaging claim. It also carries Certified Vegan and Leaping Bunny certifications. Some users find the wash leaves their hair too dry; others report an oily feel afterward.
